This was part of the Wehrwolf resistance movement created in 1945 by Josef Goebbels. It was issued to those of the German guerrilla resistance movement that was intended to operate behind enemy lines during the later stages of World War II. The Werwolf organization and was meant to engage in sabotage and guerrilla warfare against the Allies.
